Tatak Pinoy Act: A Catalyst for Filipino MSME Empowerment

In 2024, the Philippine government enacted the Tatak Pinoy Act (Republic Act No. 11981), a landmark legislation aimed at strengthening the global competitiveness of Filipino products and services. Designed as a long-term economic blueprint, the law prioritizes the development of local industries by improving access to financing, technology, skilled labor, and innovation. At its core, the Act empowers micro, small, and medium enterprises (MSMEs)—which make up over 99% of registered businesses in the Philippines—to compete not only locally but on the global stage.

The law institutionalizes the creation of a Tatak Pinoy Council, an inter-agency body responsible for formulating and overseeing a cohesive development plan focused on five pillars: human resources, infrastructure, technology and innovation, investments, and financial support. By aligning both public and private sector efforts, the government aims to improve productivity, develop globally recognized Filipino brands, and reduce the country’s dependence on imported goods.


Since its rollout, the Tatak Pinoy initiative has already channeled over ₱50 million in funding to support nearly 40 MSME-led projects across the country. These programs have contributed to increased sales, job creation, and local investments. The Department of Trade and Industry projects that these early interventions could generate more than ₱4 billion in future revenues and stimulate billions more in private sector investments. In addition, the government has committed ₱350 million in initial funding to expand market access, facilitate trade missions, and support exporters through product development and marketing assistance.


One of the major advantages of the Act is its emphasis on capacity-building. Through technical training programs, digitalization incentives, and industry matching initiatives, MSMEs are now better equipped to adopt modern technologies and enter high-value industries such as manufacturing, agribusiness, semiconductors, and creative services. This transition is expected to position Filipino enterprises more competitively in both ASEAN and global supply chains.
