The Bureau of Internal Revenue (BIR) continues its push for digital transformation through the expansion of its Electronic Invoicing/Receipting System (EIS), which is now entering a full-scale implementation phase. Building on Revenue Regulation No. 8-2022 and its most recent updates under RR No. 11-2025, the BIR has mandated that all VAT-registered taxpayers with gross annual sales exceeding ₱3 million, along with large taxpayers and exporters, must now issue their sales invoices, official receipts, and other transactional documents electronically through the EIS platform.

🔍 What is the BIR EIS?
The BIR EIS is a centralized platform where businesses must transmit their sales data within three (3) calendar days of each transaction. This data is then directly accessed by the BIR for audit, compliance, and tracking purposes. Businesses are required to issue e-invoices in structured XML format using BIR-accredited systems or software solutions that are integrated into their point-of-sale (POS) or ERP systems.
Those who fail to comply may face penalties ranging from ₱1,000 per violation (up to a maximum of ₱25,000 per year) to criminal liability in cases of willful non-compliance.

As of 2025, the following are required to onboard:
VAT-registered taxpayers with gross annual sales above ₱3 million
Large taxpayers as defined by the BIR
Exporters and e-commerce businesses
Government suppliers
Businesses already selected in the BIR’s pilot or second-wave implementation list
Meanwhile, non-VAT registered taxpayers and MSMEs earning below the threshold may still voluntarily opt-in to benefit from streamlined tax filing, lower risk of audit, and improved business credibility.
